中国动物疫病预防控制中心2011年公开招聘高层次人才公告

  中国动物疫病预防控制中心(以下简称中心)成立于2006年3月,是承担全国动物疫情分析和处理、重大动物疫病防控、畜禽产品质量安全监测和动物卫生监督等事务的管理机构。为了尽快增强中心的科研力量,加快科研进步,更好地发挥动物疫病防控技术支撑作用,中心拟面向海内外公开招聘5名高层次人才。方案如下:

  一、招聘原则

  招聘高层次人才按照公平公开、严格考核、择优聘任、合同管理的原则。

  二、招聘条件

  (一)热爱祖国、遵纪守法、品行端正,具有强烈的事业心和责任心,有较强的团结合作精神,认真履行岗位职责。

  (二)身体健康,年龄45周岁以下。具备以下条件的学术界领军人物,年龄可放宽至50周岁:本学科理论性研究造诣深,具有较高学术理论水平和较丰富的实践经验;学术上有突破,得到国内外学术界公认,其学术成果被国内外权威检索工具和同行广泛引用,获得相应科学技术奖励。

  (三)海外、京外申请人应具有博士学位;京内申请人应具有本科及以上学历,且具备副高及以上专业技术职务资格或具有特殊专业技能。

  (四)从事兽医、医学、生物或其他我中心急需专业;具备熟练的外语听、说、读、写能力;系统掌握专业知识与技能,能独立开展研究工作。

  (五)在某一研究方向上从事过系统的研究工作,取得具有创新性的理论或技术成果。

  (六)承担过国家自然科学基金、973项目或863计划,获得过省部级及以上科技成果奖励或专家称号,以及以第一作者身份在SCI期刊发表3篇以上研究论文者优先。

  (七)具有北京市户口,或符合绿色通道选调人才、海外高层次留学人才、留学归国人员、博士后出站等在京落户政策(见附件1)。

  三、招聘程序

  (一)发布招聘公告:2011年10月17日-11月7日,在农业部网站(www.moa.gov.cn)和中国兽医网发布招聘公告。

  (二)报名时间和资格审查:应聘人员应在2011年11月8日前将报名表(见附件2)及相关材料以电子邮件形式发送到指定邮箱(ykzxrsc@gmail.com),同时将报名表及本人1张近期2寸彩色免冠标准证件照,本人身份证以及学历证书、学位证书、相关资格证书、专业技术研究成果等材料复印件各一份一并寄或送至我中心。招聘小组对应聘材料进行筛选,并于11月30日前后在中国兽医网发布面试名单。如在规定时间内招聘岗位报名人数不足5人,适当延长报名时间。延长后报名人数仍不足的,经报部人事劳动司批准后,按招聘方案继续进行。

  (四)考试、体检和考察:考试方式为面试,面试采用答辩模式,报名者需准备20分钟PPT,内容包括本人基本情况、已有的研究基础和业绩及今后工作设想等。具体面试时间、地点另行通知。考试结束后根据面试成绩从高到低,按以下程序确定考察人选:如面试人数在25人以上,按1:2的比例确定考察人选;如面试人数不足25人,则先按每满5人至少确定1名招聘计划(具体由中心领导班子研究决定),然后根据确定的招聘计划人数,按1:2的比例确定考察对象。

  (五)确定拟聘人选。在面试和考察的基础上,由中心招聘工作小组根据考试考察结果,按照择优录用的原则,提出拟聘人员名单提交中心领导班子集体讨论决定拟聘人员。

  (六)公示。在农业部网站(www.moa.gov.cn)和中国兽医网网上公布拟聘人员名单,公示期7个工作日。

  (七)聘用。公示无异议后,填写《农业部事业单位新录用人员登记表》及相关材料,报农业部人事劳动司审批。经批准后,与聘用人员签订《事业单位聘用合同书》,办理相关聘用手续。

  四、相关待遇

  经审批同意的聘用人员,需签订聘用合同,聘用期内享受国家事业单位工资待遇及福利。

  五、其他事项

  经资格审查符合条件者,我中心将通过电话等方式与应聘者联系安排考试等事宜,应聘者对个人填报信息的真实性负责,如与事实不符,中国动物疫病预防控制中心有权取消其录用资格。

  The Center for Animal Disease Control and Prevention, P.R. China (CADC) was established in March, 2006 as an administrative agency for analysis and management of animal epidemic situation, control and prevention of major animal epidemics, monitoring of quality and safety of livestock/poultry products, and supervision of animal health. With the aim to further strengthen its research capacity and support efforts to control and prevent animal diseases, CADC is now launching a global recruitment with five vacancies for high-level talents.

  I.Requirements:

  1.A strong sense of responsibility and teamwork spirit, and is committed to duty fulfillment;

  2.Good health condition, at or below the age of 45 (the age limit may be extended to 50 for award-winning applicants with excellent research capability, widely-recognized and frequently quoted research outcomes);

  3.PhD. Degree (for overseas and non-Beijing resident applicants);

  4.Majors in veterinary science, medical science or bio-technology; fluency in foreign languages; and comprehensive specialty knowledge and skills for independent research;

  5.Experience of systematic research with innovative theoretical or technical outcomes;

  6.Research experience under the National Science Foundation of China, “973” Project or “863” Program; awards or professional titles at or above provincial/ministerial level; and publication, as first writer, of more than three pieces of paper in SCI periodicals will be a plus; and,

  7.Beijinghukou(permit of residence), or qualified underhukoupolicies for Green Channel Talents, high-level overseas Chinese talents, returned overseas Chinese students and graduated post-doctoral candidates. (See Annex 1)

  II.Recruitment procedures

  1.Information release at www.moa.gov.cn and www.cadc.gov.cn between October 17 and November 7, 2011.

  2.Application and qualification review: application form (See Annex 2) and related materials should be emailed to ykzxrsc@gmail.com before November 8, 2011. Meanwhile, applicants should send a 2-inch color certification photo and a copy of the application form, identification card, degrees’ diplomas, relevant certifications and research accomplishments to CADC. Candidates for interview will be listed on www.cadc.gov.cn around November 30. Application may be extended if the number of applicants is less than five.

  3.Interview, physical examination and observation: candidates should prepare a 20-min presentation with PPT illustrations, including personal information, current research progress and accomplishment, and plans for future work (time and venue for interview are pending). For each vacancy, two candidates will be shortlisted for further observation.

  4.Recruited candidates will be listed onwww.moa.gov.cn and www.cadc.gov.cn for seven working days.

  5.Upon the approval of the Department of Human Resources of the Ministry of Agriculture, CADC will sign theEmployment Contract of Public Institutionswith recruited candidates and complete employment procedures.

  III.Remuneration and welfare

  Upon the signing of employment contract, recruited employees will receive remuneration and other welfare package as is provided for national public institutions until the contract expires.

  IV.Other matters

  Qualified applicants will be contacted through telephone calls for interview arrangement. Applicants should guarantee the truthfulness of personal information. Discrepancies with facts will lead to disqualification for the recruitment.
